Based on Government Decree No. 100/2024/ND-CP dated July 26, 2024, detailing some provisions of the Law on Housing regarding the development and management of social housing; and Circular No. 05/2024/TT-BXD dated July 31, 2024, of the Minister of Construction detailing some provisions of the Law on Housing, the Thai Nguyen Department of Construction announces the acceptance of applications for purchasing social housing with the following main contents:
1. Project Name: Social Housing Project within the Dai Thang Residential Area Project
2. Project Investor: TNG Land Joint Stock Company
3. Project construction location: Van Xuan Ward, Thai Nguyen Province.
4. Project scope :
– Area of the building plot: 8,432 m².
– Investment method: Direct investment using non-budgetary funds.
– Population size: approximately 774 people
– Building density: 47%, of which:
– Construction area for high-rise social housing: construction of one 18-story building on an area of 1,585.22 m² .
– Construction area of low-rise social housing: 34 low-rise social housing units, 2 stories high, with a land area of 2,377.82 m² and a construction floor area of 4,755.65 m² .
5. Total number of apartments : 395 units, including:
– Total number of apartments expected to be sold: 361 units
– Expected number of low-rise townhouses for sale: 34 units
6. The remaining units are expected to be sold in phase 7.
– Total number of remaining units: 25 units (Including: 17 apartment units for sale, with areas ranging from 25.6m² to 70m² ) . 8 low-rise townhouses for sale, with an area of 70m² . ( Detailed information is in the appendix attached to this Announcement)
– Construction commencement: Second quarter of 2024
– Expected handover date for apartments: Q1/2026
7. Eligible applicants for social housing :
– Persons who have rendered meritorious services to the revolution and relatives of martyrs are eligible for housing improvement support as stipulated in the Ordinance on Preferential Treatment for Persons Who Have Rendered Meritorious Services to the Revolution; (Clause 1, Article 76 of the Housing Law).
– Poor and near-poor households in rural areas (Clause 2, Article 76 of the Housing Law).
– Poor and near-poor households in rural areas frequently affected by natural disasters and climate change (Clause 3, Article 76 of the Housing Law).
– Poor and near-poor households in urban areas; (Clause 4, Article 76 of the Housing Law).
– Low-income individuals in urban areas; (Clause 5, Article 76 of the Housing Law).
– Workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial zones; (Clause 6, Article 76 of the Housing Law).
– Officers, professional soldiers, non-commissioned officers of the People’s Armed Forces, workers, police officers, civil servants, defense workers and officials currently serving in the armed forces; cryptography personnel, and other personnel working in cryptography organizations receiving salaries from the state budget; (Clause 7, Article 76 of the Housing Law).
– Officials, civil servants, and public employees as prescribed by law on officials, civil servants, and public employees; (Clause 8, Article 76 of the Housing Law).
– Individuals who have returned public housing as stipulated in Clause 4, Article 125 of this Law, except in cases where public housing is reclaimed due to violations of the provisions of this Law; (Clause 9, Article 76 of the Housing Law).
– Households and individuals whose land is confiscated and whose houses must be demolished according to the law, but who have not yet received compensation from the State in the form of housing or land; (Clause 10, Article 76 of the Housing Law).
-In cases where a project has priority buyers as stipulated in point d, clause 1, Article 79 of the Housing Law, they will be given priority in purchasing.
8. Conditions for registering to purchase social housing.
According to the provisions of Articles 29 and 30 of Government Decree No. 100/2024/ND-CP dated July 26, 2024, which details some provisions of the Law on Housing regarding the development and management of social housing.
9. Application documents for purchasing social housing.
The application dossier for purchasing social housing is regulated by Government Decree No. 100/2024/ND-CP dated July 26, 2024, and Circular No. 05/2024/TT-BXD dated July 31, 2024, of the Ministry of Construction, which details some provisions of the Law on Housing.
10. Time and location for receiving applications for social housing in phase 7:
Households and individuals wishing to register to purchase social housing should contact the investor directly for guidance and to submit their application.
– Application submission period: From January 7, 2026 to February 7, 2026 (Closed on Saturdays and Sundays).
– Location: TNG Land Joint Stock Company Office (Address: Dong Xe Hamlet, Quan Trieu Ward, Thai Nguyen Province. Phone number: 0826345566)
– Morning: from 8:30 to 11:30 Afternoon: from 13:30 to 16:30
11. The estimated selling price is as approved by the investor.
According to the Notice of Results of Determining the Selling and Rental Prices of Social Housing in Dai Thang Residential Area issued by the Department of Construction (Document No. 3627/SXD-KT&VLXD dated November 13, 2024, attached), the provisional selling price, calculated as the average of the entire housing area for sale, is 14,474,231 VND/m² ( In words: Fourteen million four hundred seventy-four thousand two hundred thirty-one Vietnamese Dong per square meter , including VAT, excluding 2% maintenance fee ) .
