Based on the Housing Law No. 27/2023/QH15 dated November 27, 2023;
Based on Government Decree No. 100/2024/ND-CP dated July 26, 2024, detailing a number of provisions of the Law on Housing regarding the development and management of social housing;
Based on Circular No. 05/2024/TT-BXD dated July 31, 2024, issued by the Minister of Construction, which details certain provisions of the Housing Law.
The Department of Construction received Document No. 331/CV-TNGL dated December 2, 2024, from TNG Land Joint Stock Company regarding the report on the list of prospective customers expected to sign sales contracts for the first phase of the social housing project within the Dai Thang Residential Area Project in Bai Bong and Dong Tien wards, Pho Yen city, Thai Nguyen province.
In accordance with Clause d, Point 1, Article 38 of Government Decree No. 100/2024/ND-CP dated July 26, 2024, after reviewing customer dossiers and comparing them with current regulations, the Thai Nguyen Department of Construction announces the results of the verification of information regarding prospective social housing buyers of the Dai Thang Residential Area Social Housing Project in Bai Bong and Dong Tien wards, Pho Yen city, Thai Nguyen province (Phase 1) as follows:
1. Regarding the number of applications: TNG Land Joint Stock Company has received 76 applications (including: Apartment: 67 applications, Townhouse: 9 applications).
2. Information on prospective social housing buyers: 76 customer files of eligible buyers for social housing in the project (List of prospective buyers attached ).
In cases where a person in need of social housing meets the eligibility requirements and has been considered and included in the project developer’s list of social housing buyers, but no longer wishes to purchase social housing, the project developer will return the application file (including documents proving eligibility and conditions for purchasing social housing) to the applicant.
Each household or individual wishing to purchase social housing is only allowed to submit registration documents to one project. If a project no longer has available housing units, the developer will clearly state the reason and return the application so that the applicant can submit it to another project.
TNG Land Joint Stock Company is legally responsible for the accuracy of the information provided by the applicants and for notifying those eligible to purchase social housing in its project to come and negotiate, agree, and sign the contract.
3. The sale, lease-purchase, and rental of social housing must comply with the provisions of Article 89 of the 2023 Housing Law.
Developers are only permitted to sign social housing purchase and sale contracts with customers when they meet the eligibility requirements for sale as stipulated by housing laws and the selling price has been appraised and approved by the competent authority in accordance with regulations.
After signing the social housing purchase contract, the investor is responsible for compiling a complete list of eligible individuals (including all household members) who have purchased social housing and submitting it to the Department of Construction for public announcement and archiving for management and inspection purposes (post-audit). Simultaneously, the investor is responsible for publicly displaying this list at their office, at the real estate exchange, or on the investor’s social housing website.
