Thai Nguyen Focuses Resources on Achieving the Target of 60,000 Social Housing Units by 2030
VOV.VN – Thai Nguyen is mobilizing the joint efforts of local authorities and businesses to achieve its target of developing more than 60,000 social housing units by 2030. This has been identified as one of the key solutions to improving residents’ quality of life.
Construction of the TNG Viet Bac Social Housing Project in Tich Luong Ward, Thai Nguyen Province, developed by TNG Land JSC, officially commenced in late February 2026 and is currently progressing rapidly with foundation and groundwork works underway. The 1.89-hectare project comprises 1,029 social housing apartments and 26 adjacent commercial townhouse units.
The social housing complex includes two 22-storey residential towers with one basement level, developed with synchronized technical infrastructure, parking areas, a kindergarten, community spaces, and landscaped green areas. The project is expected to begin accepting applications for the first phase of apartment sales in Q3 2026, with handover scheduled for Q1 2028.

This marks TNG Land’s second social housing development, following the successful completion of the Dai Thang Social Housing Project, which delivered nearly 400 apartments. Drawing from experience gained through the earlier project, the developer has taken a more proactive approach in construction planning and coordination with local authorities to better connect with residents in need of affordable housing. Apartment sizes range from 30 to 70 square metres, catering to the financial capacity and living needs of a wide range of households.
According to Ms. Pham Thi Hanh, Deputy General Director of TNG Land JSC, the project has received timely support from local authorities in site clearance, investment procedures, and resolving challenges arising during implementation.
“Every project comes with its own challenges. However, Thai Nguyen Province has shown strong support for businesses through regular meetings and dialogue programs aimed at addressing difficulties and removing bottlenecks. Recommendations related to expanding credit packages and adjusting certain policies to create a more open and favorable framework for project implementation have also been acknowledged and considered by the relevant authorities,” Ms. Hanh said.

Thai Nguyen Province is accelerating the development of social housing projects to meet the growing housing demand of residents, particularly workers, laborers, and low-income households. To date, the province has approved investment policies for 15 social housing projects, many of which are currently under active construction, while several have already been completed and handed over to residents. In 2026 alone, Thai Nguyen aims to approve an additional 10–12 projects and complete between 5,000 and 6,000 housing units.
The projects are being developed with synchronized technical and social infrastructure, featuring increasingly larger scales, modern designs, and a wide range of amenities including parking facilities, kindergartens, community spaces, landscaped greenery, and public utilities, all aimed at improving residents’ quality of life. To ensure project timelines are maintained, local authorities have actively addressed challenges related to investment procedures, land clearance, fire safety regulations, and administrative processes, while also conducting regular inspections and progress reviews. Many projects have completed legal procedures and commenced construction within a relatively short timeframe. At the same time, the province continues to organize dialogue and engagement programs with businesses to promptly resolve issues related to policy mechanisms, financing, and implementation procedures.
Despite fluctuations in construction material prices in recent months, contractors involved in social housing developments across Thai Nguyen have proactively adapted and mobilized resources to maintain construction schedules as committed.
Mr. Do Van Nhan, Chief Site Engineer of Vietnam Construction Investment Consultancy and Technology JSC — the contractor for the TNG Viet Bac Social Housing Project — stated:
“Unfavorable weather conditions, particularly heavy rain and storms, have significantly affected construction activities, with some periods requiring temporary suspension due to unsafe working conditions. However, to recover lost time, we maximize manpower and equipment deployment during favorable weather, organize overtime and additional shifts, and remain committed to maintaining both project progress and construction quality despite unpredictable conditions.”
According to the Thai Nguyen Department of Construction, the implementation progress of social housing projects across the province has currently reached approximately 70% of the planned target. From now until the end of Q3 2026, the province will continue completing procedures to commence all projects included in the 2026 development plan. In addition to the 15 projects already approved, Thai Nguyen is also planning around 30 additional locations for future social housing developments, including several large-scale areas, to support the Government’s target of delivering more than 60,000 social housing units by 2030.

Mr. Le Cao Hai, Head of the Housing and Technical Infrastructure Management Division under the Thai Nguyen Department of Construction, said the department regularly monitors and supervises the progress of social housing projects across the province. Project developers are required to submit weekly progress reports so that difficulties and obstacles can be promptly reviewed and resolved within the relevant authorities’ jurisdiction, or escalated to the Provincial People’s Committee when necessary.
Alongside accelerating construction progress, the province is also placing strong emphasis on ensuring that social housing is allocated to the right beneficiaries. The Department of Construction is coordinating closely with project developers, local authorities, and police agencies to strengthen application reviews, communication efforts, and guidance for residents, while preventing policy abuse and speculation.
“By 2030, Thai Nguyen will continue reviewing planning strategies and prioritizing capable and experienced investors to develop large-scale social housing projects with integrated technical and social infrastructure, better meeting the housing needs of residents. The province has also proactively prepared land resources and planning areas to achieve the Government-assigned target of more than 60,000 social housing units, while striving to complete these goals ahead of schedule,” Mr. Le Cao Hai stated.
With a strong commitment to removing procedural bottlenecks, preparing land resources, selecting qualified investors, and accelerating construction progress, Thai Nguyen is gradually developing synchronized social housing communities equipped with comprehensive technical and social infrastructure. Beyond addressing housing demand for workers, laborers, and low-income residents, these projects are also expected to strengthen social welfare, attract human resources, and support the province’s industrial and economic growth in the years ahead.
