ANNOUNCEMENT OF THE PLAN FOR RECEIVING APPLICATIONS FOR SOCIAL HOUSING UNITS IN THE DAI THANG RESIDENTIAL AREA SOCIAL HOUSING PROJECT IN VAN XUAN WARD, THAI NGUYEN PROVINCE (PHASE 5)

Based on Government Decree No. 100/2024/ND-CP dated July 26, 2024, detailing some provisions of the Law on Housing regarding the development and management of social housing; and Circular No. 05/2024/TT-BXD dated July 31, 2024, of the Minister of Construction detailing some provisions of the Law on Housing, the Thai Nguyen Department of Construction announces the acceptance of applications for purchasing social housing with the following main contents:

Project name: Social housing within the Dai Thang Residential Area Project

Project investor: TNG Land Joint Stock Company

Project construction site: Van Xuan Ward, Thai Nguyen Province.

Project scope:

Area of ​​the building plot: 8,432 m².

Investment method: Direct investment using non-budgetary funds.

Population size: approximately 774 people

Building density: 47%, of which:

Construction area for high-rise social housing: construction of one 18-story building on an area of ​​1,585.22 m2.

Construction area for low-rise social housing: 34 low-rise social housing units, 2 stories high, with a land area of ​​2,377.82 m2 and a construction floor area of ​​4,755.65 m2.

Total number of apartments: 395 units, including:

Total number of apartments expected to be sold: 361 units

The low-rise townhouses are expected to sell 34 units.

The remaining units are expected to be sold in phase 5.

Total number of remaining apartments: 99 units (Including: 99 apartments for sale, with areas ranging from 25.6m2 to 70m2).

Construction commencement: Second quarter of 2024

Expected handover date for apartments: Q4/2025

Eligible applicants for social housing:

People who have rendered meritorious services to the revolution and relatives of martyrs are eligible for housing improvement support as stipulated in the Ordinance on Preferential Treatment for People Who Have Rendered Meritorious Services to the Revolution (Clause 1, Article 76 of the Housing Law).

Poor and near-poor households in rural areas (Clause 2, Article 76 of the Housing Law).

Poor and near-poor households in rural areas frequently affected by natural disasters and climate change (Clause 3, Article 76 of the Housing Law).

Poor and near-poor households in urban areas; (Clause 4, Article 76 of the Housing Law).

Low-income people in urban areas; (Clause 5, Article 76 of the Housing Law).

Workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial zones; (Clause 6, Article 76 of the Housing Law).

Officers, professional soldiers, non-commissioned officers of the People’s Armed Forces, workers, police officers, civil servants, defense workers and officials currently serving in the armed forces; cryptography personnel, and other personnel working in cryptography organizations receiving salaries from the state budget; (Clause 7, Article 76 of the Housing Law).

Officials, civil servants, and public employees as prescribed by law on officials, civil servants, and public employees; (Clause 8, Article 76 of the Housing Law).

The person has returned the public housing as prescribed in Clause 4, Article 125 of this Law, except in cases where the public housing is confiscated due to violation of the provisions of this Law; (Clause 9, Article 76 of the Housing Law).

Households and individuals whose land is confiscated and whose houses must be demolished according to the law, but who have not yet received compensation from the State in the form of housing or land; (Clause 10, Article 76 of the Housing Law).

-In cases where a project has priority buyers as stipulated in point d, clause 1, Article 79 of the Housing Law, they will be given priority in purchasing.

Eligibility requirements for registering to purchase social housing:

In accordance with the provisions of Articles 29 and 30 of Government Decree No. 100/2024/ND-CP dated July 26, 2024, detailing some articles of the Law on Housing regarding the development and management of social housing.

Application documents for purchasing social housing:

The application dossier for purchasing social housing is regulated by Government Decree No. 100/2024/ND-CP dated July 26, 2024, and Circular No. 05/2024/TT-BXD dated July 31, 2024, of the Ministry of Construction, which details some provisions of the Law on Housing.

Time and location for receiving applications for social housing in phase 5:

Households and individuals wishing to register to purchase social housing should contact the investor directly for guidance and to submit their application.

– Application submission period: From August 1st, 2025 to August 30th, 2025 (Closed on Saturdays and Sundays).

– Location: TNG Land Joint Stock Company Office (Address: Dong Xe Hamlet, Quan Trieu Ward, Thai Nguyen Province. Phone number: 0826345566)

Morning: from 8:30 to 11:30 Afternoon: from 13:30 to 16:30

The selling price is provisional as approved by the developer;

According to the Notice of Results of Determining the Selling and Rental Prices of Social Housing in Dai Thang Residential Area issued by the Department of Construction (Document No. 3627/SXD-KT&VLXD dated November 13, 2024, attached), the provisional selling price, calculated as the average of the entire housing area for sale, is 14,474,231 VND/m2 (In words: Fourteen million four hundred seventy-four thousand two hundred thirty-one Vietnamese Dong per square meter, including VAT, excluding 2% maintenance fee).
